In a significant administrative decision aimed at ensuring the effective implementation of Census 2027, the Assam Government has imposed restrictions on the transfer of officials and employees appointed as Census Functionaries across the state.
The directive was issued by Munmi Saikia, Deputy Secretary to the Government of Assam in the Personnel Department, and has been communicated to the General Administration Department as well as all District Commissioners.

According to the official notification dated May 27, 2026, the decision follows a formal communication received from the Union Home Secretary, highlighting the need for administrative stability during the preparation and execution of Census 2027.
The notification stated that the Union Government has stressed the importance of ensuring continuity among census personnel to prevent disruptions during various stages of the nationwide exercise, including data collection, coordination, and field-level operations.
The state government has accordingly directed all concerned departments and district administrations to refrain from transferring officials designated as Census Functionaries until further orders.
Officials said the restriction is intended to ensure that personnel involved in census-related activities remain in their assigned jurisdictions, allowing them to carry out preparatory work and subsequent operations without interruption.
With Census 2027 preparations gradually gaining momentum, district administrations have been instructed to take immediate steps to comply with the directive and ensure that no routine or scheduled transfers affect staff engaged in census duties.
The move is expected to help maintain operational efficiency by retaining key field-level workers, supervisors, and administrative coordinators in their existing postings throughout the crucial planning and implementation phases of the census.
The national census is one of the largest administrative exercises undertaken in the country and requires extensive coordination between central, state, and district-level authorities for its successful completion.
