Prime Minister Narendra Modi on Sunday inaugurated the world’s first bamboo-based ethanol plant at Numaligarh in Assam’s Golaghat district, marking a significant step in renewable energy and rural development. Built at a cost of ₹5,000 crore, the second-generation bioethanol plant is designed as a zero-waste facility that will use all parts of the bamboo plant.
Officials said the plant will source five lakh tonnes of green bamboo annually from Assam, Nagaland, Arunachal Pradesh, and Mizoram, benefitting more than 50,000 people directly and indirectly. It is expected to inject ₹200 crore into the rural economy each year.

Alongside, the Prime Minister laid the foundation stone for a ₹7,230-crore Petro Fluidised Catalytic Cracker Unit at the Numaligarh Refinery, a polypropylene facility that will expand India’s capacity to manufacture plastics with wide industrial applications. The project is estimated to generate 75,000 man-days annually.
Earlier in the day, Modi laid foundation stones for healthcare and infrastructure projects worth ₹6,300 crore in Darrang district. These included the upcoming Darrang Medical College and Hospital, a nursing college, and a GNM school, with combined investments of ₹570 crore.
The Prime Minister also launched major connectivity projects, including the 2.9 km-long Narengi–Kuruwa bridge across the Brahmaputra, estimated at ₹1,200 crore, and the 118.5 km Guwahati Ring Road project costing ₹4,530 crore. The ring road will link Kamrup and Darrang districts in Assam with Ri Bhoi district in Meghalaya, easing congestion in Guwahati and boosting regional trade.
Modi arrived in Assam on Saturday evening and attended the centenary celebrations of Bharat Ratna Dr. Bhupen Hazarika before beginning the day’s inaugurations.
Officials said the combined investments reflect a push to position Assam as both a hub of clean energy innovation and a gateway to enhanced healthcare and infrastructure in the Northeast.
