Assam is set to play a pivotal role in the Centre's ambitious plan to establish seven specialised defence manufacturing clusters across the country, with the state proposed to lead a dedicated defence production hub for the Northeast. The initiative forms part of the government's broader strategy to strengthen indigenous defence manufacturing under the Aatmanirbhar Bharat mission.

According to the proposal under consideration, Assam will anchor the Northeast defence manufacturing cluster, bringing together several northeastern states to develop a regional ecosystem focused on defence production, innovation and industrial growth. The cluster is expected to receive academic and technological support from the Indian Institute of Technology (IIT) Guwahati, which has been identified as the region's key research and innovation partner.

The proposed initiative seeks to create integrated defence manufacturing ecosystems by bringing together state governments, industry, research institutions and academia. Each of the seven clusters across the country will focus on specific segments of the defence manufacturing value chain, including testing and certification, indigenisation, exports, skill development, innovation and industrial infrastructure.

For the Northeast, the proposed cluster is expected to strengthen research and technological capabilities while encouraging greater collaboration between industry and academic institutions. IIT Guwahati is likely to play a central role in supporting research, innovation, technology development and skill enhancement required for the growth of the region's defence manufacturing ecosystem.

Apart from the proposed Northeast cluster led by Assam, the Centre's plan envisages six other specialised defence manufacturing clusters across different regions of the country, with each focusing on a specific segment of the defence production ecosystem.

Karnataka is expected to lead a cluster dedicated to testing, certification, quality assurance and standardisation, with Rajasthan serving as the co-lead state. The proposed cluster is likely to receive academic and research support from IIT Kanpur, IIT Roorkee and IIT Jammu.

Another cluster is proposed to be headed by Uttar Pradesh, with Jharkhand as the co-lead. The focus of this grouping will be on policy reforms and interventions aimed at strengthening India's defence manufacturing ecosystem. Uttarakhand and Jammu and Kashmir are also expected to be part of this cluster.

Maharashtra and Madhya Pradesh are expected to jointly lead a cluster focusing on indigenisation, innovation, greater private sector participation, startups and the promotion of micro, small and medium enterprises (MSMEs) in defence production. Goa and Puducherry are also likely to participate, while IIT Bombay is expected to provide research and technological support.

Punjab and Haryana have been proposed to anchor a cluster dedicated to expanding market access, enhancing defence exports and improving demand visibility for Indian defence manufacturers. Several northern states and Union Territories are expected to join the initiative with support from premier technical institutions.

Another proposed cluster will be jointly led by Gujarat and Odisha, focusing on skill development, industrial-academia collaboration and innovation linkages. IIT Gandhinagar and IIT Bhubaneswar are expected to serve as the principal academic partners for the initiative.

In southern India, Tamil Nadu and Andhra Pradesh are proposed to head a cluster aimed at strengthening defence industrial infrastructure, developing common manufacturing facilities and creating integrated production ecosystems. IIT Madras and other leading academic institutions are expected to provide technological and research support.

Sources said the Ministry of Defence has held multiple rounds of consultations with participating states, which have been asked to prepare detailed vision documents and implementation roadmaps for their respective clusters.

The proposed defence manufacturing clusters are designed to reduce India's dependence on imported defence equipment by promoting domestic manufacturing, technological innovation and stronger industrial capabilities. The initiative is also expected to encourage private sector participation, create new employment opportunities and strengthen India's long-term defence production capacity.

If implemented, the Northeast cluster led by Assam could emerge as a major catalyst for industrial development in the region, while enhancing its contribution to India's growing defence manufacturing sector. With IIT Guwahati providing technological expertise and research support, the initiative is expected to create new opportunities for innovation, advanced manufacturing and skill development across the Northeast.
