In a landmark move set to redefine governance at the gubernatorial level, Assam Raj Bhavan and the Indian Institute of Technology (IIT) Guwahati have signed a Memorandum of Agreement (MoA) to undertake the digital transformation of Raj Bhavan’s functioning. The MoA was signed in the presence of Assam Governor Shri Lakshman Prasad Acharya at a function held at Raj Bhavan on Wednesday.
Commissioner and Secretary to the Governor of Assam, Shri Meenakshi Sundaram, and Director of IIT Guwahati, Prof. Devendra Jalihal, formalised the agreement that makes IIT Guwahati the knowledge partner, consultant, and resource support agency for the ambitious Gyan Kalyan Project.
This initiative marks the first-ever digital transformation project of a Raj Bhavan in India, aiming to enhance both the qualitative and quantitative functioning of the Governor’s Secretariat.
The Gyan Kalyan Project is aligned with the national vision of Digital India and the evolving framework of e-governance. It is designed to bolster efficiency in public service delivery and ensure transparency in Raj Bhavan’s diverse operations. The project will employ state-of-the-art digital tools and adhere strictly to 360-degree security and data protection protocols.
The project envisions a comprehensive digital governance framework for Assam Raj Bhavan, including:
- Chancellor’s Portal
- Governor’s Office Portal
- Department and Institution Interface
- Public Engagement Modules (handling grievances, petitions, and memoranda)
- Governor’s Visit Management System
- Monitoring of 6th Schedule Area Affairs
- Digital Repository of Governor’s Initiatives
Through this transformative effort, Raj Bhavan aims to significantly streamline its constitutional responsibilities—from legislative, executive, and judicial roles to statutory, ad-hoc, and discretionary functions.
Speaking on the occasion, Governor Shri Lakshman Prasad Acharya emphasized the importance of technological integration in governance and expressed confidence that the collaboration with IIT Guwahati would serve as a model for Raj Bhavans across the country.
