The Assam Cabinet, in its meeting held on May 16, 2025, approved several significant initiatives aimed at boosting the state’s economy, supporting vulnerable populations, and strengthening the education sector.
Led by Chief Minister Himanta Biswa Sarma, the Cabinet approved leasing 20 bighas of land to dairy cooperative giant Amul for establishing a state-of-the-art dairy processing plant at the Institute of Farm Management Campus in Rani. The facility will have a capacity to process 1 lakh liters of milk daily at an estimated cost of ₹75 crore, with potential expenditure reaching up to ₹150 crore. Officials project that approximately 20,000 dairy farmers will benefit from this initiative, which stems from a Memorandum of Understanding signed during the Advantage Assam 2.0 investment summit.
In a move to enhance food security, the Cabinet approved the distribution of subsidized essential commodities to National Food Security Act (NFSA) beneficiaries. Beginning October 2025 in select districts and expanding statewide by November, the program will provide masur dal (lentils) at ₹69, sugar at ₹38, and salt at ₹10. Each commodity will be packaged separately to allow beneficiaries flexibility in selecting individual items according to their needs.
The meeting also approved two proposals under the Industrial and Investment Policy of Assam (IIPA) to boost private investment, with a total outlay of ₹457.98 crore. These initiatives are expected to create approximately 1,000 jobs, contributing to the state’s employment generation efforts.
For the education sector, the Cabinet approved significant improvements for 1,313 part-time Information and Communication Technology (ICT) instructors under the Dr. Banikanta Kakati Computer Literacy Programme. Their monthly honorarium will increase to ₹20,000 effective October 2025, while their service guarantee has been extended until the age of 60 years. Additionally, these instructors will now be eligible for benefits under the Mukhya Mantri Lok Seva Aarogya Yojana (health scheme), along with housing and vehicle assistance through the Apun Ghar and Apun Bahan schemes.
