The Assam Cabinet, led by Chief Minister Himanta Biswa Sarma, approved a sweeping set of reforms on August 7, 2025, covering land rights, scientific infrastructure, welfare schemes, and education initiatives across the state.
Key highlights include land allotments under Mission Basundhara 3.0, ₹178 crore for district science centres, enhanced ration allowances for forest personnel, and an increase in the promotion age limit for Anganwadi workers.

Land Reforms Under Mission Basundhara 3.0
The Cabinet has sanctioned multiple proposals under Mission Basundhara 3.0 to streamline land administration. These include converting annual pattas to periodic pattas for 189 applicants across eight districts, and converting 262 tea grant lands in three districts.
In addition, land has been allotted for seven central and state government infrastructure projects in five districts. A total of 155 land parcels were assigned to non-individual juridical entities across 11 districts. Notably, five occupancy tenants in erstwhile rural Kamrup have been granted ownership rights.
Ration Allowance Enhanced for Frontline Staff
The Cabinet approved an increase in monthly ration allowance for the Assam Forest Protection Force and frontline wildlife staff. The revised allowance now stands at ₹2,500 per month, up from the previous ₹2,000.
Investment in Scientific Infrastructure
To promote scientific literacy and innovation, ₹178 crore has been approved for constructing six District Science Centres cum Planetariums in Majuli, Diphu, Kaliabor, Silchar, Amingaon, and Bongaigaon.
Anganwadi Promotion Age Relaxed
In a move aimed at boosting career prospects for women in rural childcare, the Cabinet raised the upper age limit for promotion from Anganwadi Helper (AWH) to Anganwadi Worker (AWW) from 45 to 50 years.
Celebrating the Year of Books
As part of the Year of Books initiative, the Cabinet approved financial support of ₹25,000 each to 1,000 young writers and allocated ₹5 lakh and ₹2.5 lakh for book fairs in district and co-district levels, respectively.
Additionally, state government employees will receive a one-time ₹1,000 grant to purchase books. Books and traditional Assamese Gamusa will be used as official gifts. A book on Dr. Bhupen Hazarika will also be published and distributed across the country.
Investment and Employment Boost
The Cabinet sanctioned customised incentives under IIPA 2019 for four companies planning a collective investment of ₹1,843 crore. These projects are expected to generate employment for approximately 850 direct workers across sectors.
Reorganisation of BTR Development Blocks
To improve administrative efficiency in the Bodoland Territorial Region (BTR), the Cabinet approved the reorganisation and renaming of development blocks in Kokrajhar, Chirang, Baksa, Tamulpur, and Udalguri. A new block—Gobardhana—will be created in Baksa, raising the total number of development blocks in BTR to 23.
