The Assam Cabinet, led by Chief Minister Himanta Biswa Sarma, has approved a series of significant initiatives including the establishment of an Amul dairy processing plant, food grain subsidies for beneficiaries, improved remuneration for Information and Communication Technology (ICT) teachers, and investment benefits under the state’s industrial policy.

The Cabinet has allocated 20 bighas of land at the Institute of Farm Management Campus, Rani, for the establishment of a “state-of-the-art” dairy processing plant with a daily capacity of 1 lakh liters. The project, estimated to cost approximately Rs 75 crore with potential to increase to Rs 150 crore, is part of a Memorandum of Understanding signed during the recent Advantage Assam 2.0 investment summit. Officials anticipate the facility will benefit around 20,000 dairy farmers across the state.
In a move to enhance food security, the Cabinet approved the distribution of subsidized essential commodities to National Food Security Act (NFSA) beneficiaries beginning October 2025 in selected districts, with statewide implementation following in November. Under this program, masur dal (lentils) will be provided at Rs 69, sugar at Rs 38, and salt at Rs 10. Each commodity will be packaged separately to allow beneficiaries flexibility in selecting individual items.
The meeting also addressed the long-standing concerns of part-time ICT instructors under the Dr. Banikanta Kakati Computer Literacy Programme. The Cabinet approved an enhanced monthly honorarium of Rs 20,000 for 1,313 instructors, effective October 2025, while extending their service guarantee up to the age of 60 years. Additionally, these instructors will now be eligible for benefits under the Mukhya Mantri Lok Seva Aarogya Yojana, Apun Ghar (housing scheme), and Apun Bahan (vehicle scheme).
To stimulate private investment and job creation, the Cabinet approved two proposals under the Industrial and Investment Policy of Assam (IIPA), which are expected to generate employment opportunities for approximately 1,000 people.
