Bihar’s Special Intensive Revision Drive Collects 4.5 Crore Forms in Just 15 Days

ECI reports 57.48% enumeration with 16 days remaining; daily participation surges

The Special Intensive Revision (SIR) of electoral rolls in Bihar has seen remarkable public participation, with the Election Commission of India (ECI) reporting that 57.48% of Enumeration Forms have already been collected in the first 15 days of the exercise. A total of 4,53,89,881 forms have been gathered out of the estimated 7.90 crore electors in the state.

According to the press note issued by the ECI on Tuesday, the high collection rate is a result of coordinated efforts by election officials, volunteers, and a robust network of 1.56 lakh Booth Level Agents (BLAs) appointed by recognised political parties. The enumeration process, which began on June 24, is scheduled to continue until July 25, 2025.

In a remarkable surge, 83,12,804 forms were collected in the last 24 hours alone — accounting for 10.52% of the total forms collected in a single day. Officials believe that if this momentum continues, the target could be achieved well before the deadline.

The ECI highlighted that around 98% of the total 7.90 crore Enumeration Forms have already been distributed among electors. Special provisions under Para 3(d) of the SIR guidelines permit even temporarily migrated voters to access and submit pre-filled forms online via https://voters.eci.gov.in or through their family members, including via platforms such as WhatsApp.

The proactive engagement of Bihar’s electorate has drawn praise from ECI officials, who expressed confidence that the remaining 42.5% of forms could be collected in the next 16 days. The revision aims to ensure that all eligible citizens, including those temporarily away from home, are included in the draft electoral rolls.
