Assam: Kokrajhar District Implements Stringent Measures to Tackle Unruly Picnicking

To address issues related to unruly behavior and environmental hazards caused by picnickers in tourist spots, the District Magistrate of Kokrajhar, Pradeep Kr. Dwivedi, has implemented a prohibitory order under Section 144 of the Criminal Procedure Code (Cr.P.C). The order aims to curb public nuisance, enhance safety, and mitigate environmental pollution associated with picnicking.

Effective immediately, the order addresses concerns such as drunken revelry, public disturbance, and safety hazards reported during the picnic season in various tourist spots across Kokrajhar district. Incidents of reckless and drunken driving post-picnics, especially after dusk, pose significant threats to public safety.

Major environmental concerns include the use of non-biodegradable plastic and improper waste disposal, leading to pollution in natural water bodies. The order imposes restrictions on gatherings for picnic or feast purposes after 4:30 PM, the use or dumping of non-biodegradable plastic in and around picnic spots, littering, and open defecation.

The prohibitions are deemed necessary for maintaining public law and order, as well as preserving the natural habitat in and around picnic spots and river ghats. The order, issued urgently, will remain in force until further notice. Any person aggrieved by the order can apply for rescinding, alteration, modification, or exemption.

Violations of the order may result in penal action under Section 188 of the Criminal Procedure Code. The District Magistrate emphasizes the need for these measures to ensure public safety, environmental conservation, and a peaceful coexistence of picnickers with the natural surroundings.
