The Assam Cabinet, chaired by Chief Minister Himanta Biswa Sarma, has approved a series of significant policy decisions aimed at boosting economic development, enhancing welfare measures, and improving infrastructure across the state. The meeting, held on May 10, 2025, resulted in six major initiatives spanning multiple sectors of the state economy.
Dibrugarh Airport to Be Renamed After Bhupen Hazarika
In a tribute to cultural icon Dr. Bhupen Hazarika, the Cabinet approved the renaming of Dibrugarh Airport after the legendary musician, coinciding with his birth centenary celebrations. A special one-day Assembly session will be organized to pass a resolution regarding the renaming, which will then be forwarded to the Union government for final approval.

Financial Assistance for Tea Garden Workers
Marking the 200th year of Assam’s tea industry, the Cabinet approved the implementation of the Assam Tea Garden Workers’ Financial Assistance Scheme, 2025. Under this initiative, approximately seven lakh tea garden workers will receive a one-time financial assistance of ₹5,000 each, as previously promised in the state budget.
This “Eti Koli, Duti Paat” scheme represents a significant outlay of approximately ₹350 crore and serves as a token of gratitude to the workforce that has sustained one of Assam’s most iconic industries for two centuries.
Electronics Manufacturing Boost
The Cabinet approved the Assam Electronics Components Manufacturing Top-Up Scheme, 2025, which will provide a 60% top-up on incentives already sanctioned by the Government of India under its Electronics Components Manufacturing Scheme. Additional benefits under this scheme include SGST reimbursement and free land allocation, aimed at positioning Assam as an electronics manufacturing hub.
Pumped Storage Hydroelectric Facilities
Focusing on renewable energy development, the Cabinet accorded approval to the Assam Pumped Storage Power Generation Promotion Policy, 2025. The policy aims to establish Assam as a hub for pumped hydro storage, offering customized incentives, dedicated single-window clearance cells, and land allotment on lease, among other benefits.
Extension of Apun Ghor Housing Benefits
The Cabinet approved the extension of the Apun Ghar Scheme for 2025-26, expanding benefits to both regular employees of State Public Sector Undertakings (PSUs) and contractual employees of State Government Organizations whose services are notified up to age 60. The scheme will maintain its loan threshold limit of ₹30 lakh.
Additional Welfare and Business Measures
Several other significant decisions were approved during the meeting:
- Provision of 50% Admissible House Rent Allowance to 13,822 Muster Roll, Casual, and Fixed pay workers under the HRA scheme
- Reduction in registration fees for cooperative societies under the Assam Cooperative Societies Act, 2007, from 1% to 0.5% of the authorized share capital
- Implementation of the Chief Minister’s Jibon Prerana Scheme for graduates and research scholars, providing ₹2,500 monthly assistance to eligible candidates from October 2025
These comprehensive policy initiatives reflect the government’s focus on balanced development across welfare, infrastructure, and industrial sectors, with special emphasis on supporting vulnerable groups while creating conditions for economic growth.
