Assam Cabinet Approves Revised Payment Structure for Foreign Language Training Under CM-FLIGHT

The Assam Cabinet has approved a revised payment structure for the Foreign Language Training-cum-Implementation Partner (FLTIP) under the Chief Minister’s Foreign Language Initiative for Global Human Resource and Talent (CM-FLIGHT).

The decision was taken at the Assam Cabinet meeting held on August 11, 2026, as part of the state government’s efforts to promote foreign language training through the CM-FLIGHT initiative.

Under the revised payment structure, the Foreign Language Training-cum-Implementation Partner will receive payments based on the progress and completion of training by candidates. The first payment of ₹30,000, equivalent to 30 per cent of the approved amount, will be released upon the candidate completing three months of training.

A second payment of ₹30,000, or another 30 per cent, will be made after the candidate completes six months of training. The remaining 40 per cent, amounting to ₹40,000, will be released upon completion of the training by the candidate and submission of a Certificate of Foreign Language Proficiency Test.

The Cabinet has also approved post-placement assistance of ₹50,000 to candidates under the initiative.

The revised payment structure is aimed at linking financial payments with specific stages of foreign language training and the completion of the required proficiency certification. The decision is part of the state government's initiative to promote foreign language training through CM-FLIGHT.

According to the approved structure, the payments will be distributed at different stages rather than being provided as a single amount. The first two instalments will be linked to the completion of three and six months of training, while the final training-related payment will depend on the completion of the programme and production of the foreign language proficiency certification.

The Cabinet decision also provides for post-placement assistance, with ₹50,000 earmarked for candidates after placement.

The revised structure establishes a milestone-based payment system for the implementation partners involved in foreign language training under CM-FLIGHT, covering training progress, certification and post-placement assistance.
