The Assam Cabinet, chaired by Chief Minister Dr. Himanta Biswa Sarma, approved a series of transformative measures aimed at boosting infrastructure, education, policing, entrepreneurship, and global employability for the youth of the state.
Among the most notable announcements was a ₹2,750 crore allocation for the Supporting School Education in Assam (Assam: School Education and Adolescent Wellbeing Project), under which the state will build 400 new schools and 1,733 Anganwadi Centres. The project aims to equip institutions with trained teachers, science and technology resources, and improved classroom management capabilities.

Boosting Employment and Innovation
To expand overseas employment opportunities, the Cabinet approved the Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT). The initiative will train 180 candidates in foreign languages in the current financial year, with an investment of ₹1.5 lakh per candidate.
In another forward-looking move, the Cabinet cleared the formation of the Assam Innovation and Startup Foundation, a new company under the Department of Innovation, Incubation and Startups (DIIS). The foundation will promote entrepreneurship and innovation, particularly with a view toward facilitating overseas placements and creating local employment opportunities.
Infrastructure and Land Reform
Under Mission Basundhara 3.0, the Cabinet approved:
Conversion of 158 bighas of land in 6 districts from Annual Patta to Periodic Patta
Conversion of 234 Tea Grant/Period lands to Periodic Patta
Allotment of land for 48 infrastructure projects
Distribution of land to 27 non-individual juridical entities
Strengthening Police Services
The Cabinet sanctioned ₹150 crore for improving police infrastructure under Project MOITRI. It also approved the upgradation of Assam Police posts with the creation of 10 new Co-District Superintendent of Police (CDSP) positions to ensure efficient policing in 10 newly formed co-districts.
Focus on Urban Welfare
To improve living standards in high-density housing areas, the Cabinet launched the Collective Infrastructure Development of Apartment Buildings scheme. Funded through MLALADs and United Fund, the scheme aims to deliver uninterrupted power and water supply, internal road repairs, and enhanced security systems to apartment residents.
